Lots of free attractions

While Washington, DC is not a cheap city, unlike other places, most tourist attractions are free. This includes the Smithsonian museums, and National Zoo, the Library of Congress, National Archives, the White House, and the Capitol. The best way to get tickets to the White House is to contact your congressman. They usually have tickets to provide to their constituents and you can avoid the long lines.
If you do not like crowds, then January is the best time to go. The most popular times to visit are in the spring during the Cherry Blossom Festival, and for the Fourth of July. The Cherry Blossom Festival spans several weeks with a marathon, a (rowing) regatta on the Potomac, parade, and many other activities. The Folk Life Festival on the mall always precedes the Fourth of July Celebrations and is good for a few hours of entertainment and good food. The fireworks are spectacular. The best place to watch them from is either the grounds of the Washington Monument, or from the Tidal Basin where you can see the reflections in the water.
